Low Carbon Energy Law & Energy Transition
The period we are passing is characterised by profound changes in energy areas from conventional-based energy and polluting resources to renewables. That is why globally, a series of political and legal measures come to support and encourage a low carbon energy transition. The method most often used in our consultancy activity to governments is to develop policies on each economic sector, based on the Scottish model on energy transition. The economic sectors we are treated with priority are agriculture, industry, transport, services, electricity, transport, forestry, residential, waste. We are also advising on the legislative framework towards the implementation of a national energy transition plan and consider that any plan must include at least the following directions: fossil fuel car ban, low emission zones, electric vehicle charging, carrying out electric highways, boosting public and private sector electric vehicles, establishing a state-owned energy company, setting out a low carbon transition commission and new climate change targets, CCS’ developing, elaborating a recycling deposit scheme, establishing a waste advisory group, developing strategies and plans such as Sustainable Energy Action Plan, implementing the urban heating policies, deployment of districts heating where appropriate, implementing the Local Heat & Energy Efficiency Strategies and many others.
Climate change
The meteorological records have highlighted an unprecedented rise in temperatures and a change in precipitation patterns. The main activities that lead to such pollution are in the field of transport and energy but this issue has connotations in several economic sectors. Our focus is on residential areas emissions and setting out new targets on this matter. The solution consists in implementing in each analyzed country a Climate Change Plan. To achieve such an objective it is necessary to implement sustainable and efficient policies. Legislative regulations will also play an important role Given that all of these, energy efficiency has become a priority. Therefore, a new and ambitious Energy Efficiency Programme(EEP) should emerge in each country.To achieve this goal, three directions will be taken into account: decarbonizing heat supply, tackling fuel poverty and improving the energy efficiency of buildings. Hence, the Fuel Poverty Strategic Working Group and the Rural Fuel Poverty Task Force would be created from consultants experts.On the other hand, local energy planning and district heating regulation have both been key to development in other European countries including Denmark, Norway, and Sweden. In many cities of Europe, this method has proven to be a mature one and is widely used.
